Bullhorn vs Recruit CRM

The real decision is not legacy vs modern. It is ecosystem depth vs the workflow your agency actually needs.

Bullhorn and Recruit CRM are both built for recruitment/staffing workflows, but they package CRM depth, integrations, automation and broader staffing operations differently. Compare the operating model before comparing logos.

Vendor features and pricing verified from official sources on 9 October 2026. RecruitOpsAudit has an affiliate relationship with Recruit CRM, not Bullhorn. That does not affect the comparison or audit score.

The short version

Bullhorn may fit better when...

You value a large staffing ecosystem, marketplace integrations, a path into broader staffing operations such as onboarding/pay & bill, and a platform designed to expand across a complex agency.

Recruit CRM may fit better when...

You want ATS + commercial CRM depth from the entry plan, transparent public pricing, a free trial and a more compact agency operating stack without committing immediately to a larger ecosystem.

The entry prices are close, but the tiers are not equivalent. Bullhorn Starter is primarily ATS plus client-management essentials; Bullhorn says the full recruitment CRM sales pipeline and Amplify AI/automation arrive at Pro. Recruit CRM Pro already lists companies, contacts and deal pipelines, while a number of advanced AI, data, automation and communications features consume pooled credits.

Always re-check Bullhorn's current pricing and Recruit CRM's current pricing before buying.

Migration fit check

What is actually driving the comparison?

Select the statements that matter. A migration signal is useful only if it points to an operating gap, not brand preference.

When Bullhorn is the better fit

  • you want a staffing-specific platform with a large integration ecosystem
  • your long-term roadmap includes specialist staffing operations beyond core ATS/CRM
  • you value a platform that can expand from ATS into onboarding, talent, middle-office or pay/bill workflows
  • your agency can justify moving into higher Bullhorn tiers for full CRM, AI and automation depth

Bullhorn should not be dismissed as "too enterprise" by default: it now publishes Starter and Core plans specifically for small agencies. The question is whether the tier that contains the capabilities you need still fits your economics.

When Recruit CRM is the better fit

  • you want ATS and commercial CRM/deal workflows together at the entry plan
  • you prefer public per-seat pricing across all three main tiers
  • you want to test the system in a 30-day free trial before committing
  • Business-tier API, SSO, teams/roles and agency workflows cover your scale without requiring a broader staffing suite
  • you are comfortable modeling credit usage for AI, enrichment, automation and communication features

When you should stay on the current system

If the comparison started because recruiters say "the ATS is bad," diagnose the complaint before migrating. Poor candidate rediscovery can come from stale records. Workflow friction can come from configuration. Missing reports can come from incomplete data. Low adoption can follow a process nobody agreed on.

A migration is justified when a required operating capability is genuinely absent or uneconomic to add — not simply when another interface looks cleaner.

Frequently asked questions

Is Bullhorn more expensive than Recruit CRM?

At entry level the published monthly prices checked on 9 October 2026 are close: $99 for Bullhorn Starter and $95 for Recruit CRM Pro. The included capabilities and advanced-tier economics differ, so compare the plan you actually need.

Does Bullhorn have a CRM?

Yes. Bullhorn has client-management capabilities at lower tiers and positions its full recruitment CRM/sales pipeline in Bullhorn Pro for small agencies.

Should an existing Bullhorn agency switch to Recruit CRM?

Only if a persistent operating requirement is better met after migration costs, data quality, integrations and adoption risk are included. Price or interface preference alone is weak justification.
